AN Anti-Social Behaviour Injunction has been imposed on a man who has repeatedly threatened and harassed people in Cheltenham and Gloucester.

Pablo Hortiguela, aged 52, of Worcester Street, Gloucester, has threatened to assault members of the public both at his home and across Cheltenham.

He also played loud music from his home throughout the day and night.

Hortiguela was sentenced to the injunction at Gloucester and Cheltenham County Court on Wednesday, November 1 this year.

The injunction forbids Hortiguela from:

  • Engaging in conduct which causes or is capable of causing a nuisance or annoyance to any person in the Borough of Cheltenham or City of Gloucester 
  • Using or threatening to use violence towards any person within the Borough of Cheltenham or City of Gloucester
  •  Playing amplified music between the hours of 7pm and 11am in any property in which he resides unless with written authority of his housing provider

The case was brought by Solace, a joint team of officers from Gloucestershire Constabulary and the local councils, including Cheltenham Borough Council and Gloucester City Council.

Officers within Solace had been working with P3 Charity to intervene and help Hortiguela control his behaviour, but without success.

Solace case officer Lisa Jones said: "Before any type of enforcement is taken, we liaise and work with support agencies to see how they can help assist in resolving issues. 

"This could be in relation to housing, addictions, and any other form of support.

"It is only then when all avenues have been exhausted that we look to take enforcement action and this was the case for Mr Hortiguela. 

"P3 Charity, along with other agencies, will continue to support Mr Hortiguela to prevent him from breaching the order and causing more people harassment, alarm and distress. 

"We must remember the impact anti-social behaviour can have on individuals, and thank the victims and witnesses for coming forward."

The injunction will remain in place until November 1 next year.
